Exactly 10 percent? Whatever happened to looking down and mumbling awkwardly about "whatever you can afford"?

Good idea from the ELCA Milwaukee synod--encourage parishioners to tithe on their stimulus payments. As in 10 percent, the amount many evangelical churches insist on but most mainline churches don't.
